Accelerating EV Adoption: Insights and Strategies for Community Transport Operators in England

Electric vehicles (EVs) are central to achieving net zero and reducing emissions, but adoption within community transport remains low. Only 3% of vehicles in England’s community transport fleet are electric, while 39% of diesel vehicles fail Euro 6 standards. With Clean Air Zone exemptions set to expire and funding increasingly linked to sustainability, the need for action is urgent.

Through this research, we aim to:

  • Understand the barriers preventing EV adoption across England, including drawing on examples of good practice from Scotland, Wales, and Northern Ireland.
  • Identify practical solutions, including funding models and explore collaborative models, such as shared EV hubs and charging infrastructure.  
  • Develop guidance and resources to support operators in making the transition.

Why This Matters

Community transport operators deliver 13 million passenger journeys annually, often for health and social care. Transitioning to EVs is essential to maintain these lifeline services while meeting climate goals. Barriers such as high upfront costs, limited charging infrastructure, and rural access challenges risk leaving operators behind. This project will provide the evidence and tools needed for a sustainable shift.


Current Stage of Research

The project will officially start in March 2026, focusing on practical solutions to accelerate EV adoption for community transport operators. In preparation, we are launching a new partnership with FOR EV, giving operators access to tailored charging solutions and expert advice. This partnership is designed to remove one of the biggest barriers to EV transition: reliable and affordable charging infrastructure.

Yorkshire and the Humber, West Midlands, Greater London, South East and South West Gateway
